Show only users without "add issue" right in "author" issue filter

Description

Hi,

I am using two different roles/permissions in one project. My first group "ActiveMembers" has selected the field "Issues can be assigned to this role", the second group "Viewer" does not have this selection.

Behavior: all project members ("ActiveMembers" and "Viewers") are showing up in filter field "authors"

Expected behavior: only user of "ActiveMembers" showing up in the filtering field "author". This would comply to field "assignee" where only users of "ActiveMembers" are shown.

Background: keep project issues only to "AvtiveMembers" but grand other access!

Redmine: 1.3 stable, postgres 8.4, Ruby 1.8.7

Please don't assign issues.

It seems that the Assignee field show all project members as well, whether they are assignable or not.

The actual behavior seems safer to me since it allows you to select people who had the right to create issues but even if they haven't this right anymore.

Sorry, but could you add this info to your guidelines as well? Though it's only about features.

I agree with your idea of keeping it safe. But it would be great to have a clear handling of "user with issue rights" and those without. The filtering should comply to actual permissions at least.

Besides what happens to users who are not members of the project anymore? How do you want to find those "authors"?
