This seems like a sensible suggestion to me. By creating a summary list of all feature requests with their respective number of votes it should make the decision of deciding what to include in upcoming releases much easier.
In my view the '+1' method needs to be replaced by something more sophisticated and this seems like a logical answer.

Because implementation is not driven by majority voting, because volunterrs can every decide what they wanna do with their free time, but it is an information, that should be visibile easily although.

Glad to know that I'm not alone in my wish :) Hope Redmine's maintainers will take it into account. May be "+1"-spam in this topic will help maintainers to hear us? ;)
Here is one more good examples where voting is required #1176: 27 of 34 (about 80%) comments are "+1"-spam.

There is a plugin to enable voting on projects issues, with voter list and max 1 vote per user.
Voting, view votes and voters can be enabled via rights per role.
