Custom Query

Hi All,
i have a problem. This is the context :
Project MY_PROJ_1 and MY_PROJ_2 with users : A (manager), B(developer), C(developer), D(developer).
MY_PROJ_1 and MY_PROJ_2 have the same team.

Now,
- A add a custom query with "For All Project" checked.
- other users do not see this query.
Where am I wrong ?

It must be "for all projects" and "public", but only administrators can set both at the same time.
