You mean on http://demo.redmine.org? Or did you after all managed to install an instance yourself?

It contains the source-code of the Redmine core application. You should deploy the application yourself on preferably a server system which already provides a full Ruby/Rails stack on top of a web-server.

If you want to have your own instance of Redmine (and I guess that's what you want since you want to use it for your own projects, configure it as you want, etc.), you need to host the source-code on some server, publicly available or not. Then you can use the application through your web-browser.

Redmine is written using the Ruby on Rails framework, which itself - as the name already suggests - is build on top of (and using) the Ruby programming language. Ruby itself is an interpreted programming language instead of an compiled language, meaning that the sources are executed from source code form by the Ruby interpreter instead of that an compiled binary (an exe) needs to be executed.

Considering your skill-level (no offense ;) I'd recommend you to stick with a (windows-compatible) third-party Redmine bundle to prevent you from having to install the whole stack yourself. This has some drawbacks though, especially when it comes to upgrades and customizations. Though it can be a great way to explore the possibilities of Redmine already while you meanwhile can work to boost your skill so you can finally install an instance yourself completely.
Alternatively could you checkout the commercial offerings page to find several third-party providers of complete Redmine instances for a certain fee - mostly - per month.
