Actually, test is done at upload by interpreting the setting value in kilobytes.

It looks like the Guide is right and a Defect should be open to revert #6740.

Read #11118, and it seems that based on setting to KB that the units are decimal (1000) based.

(However, looking at r9782 without knowing Ruby/Rails is non-intuitive as 257024 = 1024 * 251, so suggest that the actual calculation is still 1024-based?)
