Workflow doesn't work for admin user

Hi,
I created a new workflow and verified that it works with an user that is not admin. To do this I created a new user, logged in and tested and all works as expected. However, the default admin user (I didn't test with another admin user) ignores the workflow and let me select some status, not all. Why? Is this a bug?

My 2 cents: Treat default 'admin' user as a test account and administration account.
