how to set an open discussion of a public project which all users (even not the member of this project) can create topics?

As I don't know anything about your setup the only thing I can tell you is that on current versions of Redmine non-member users can post to forums by default. For anonymous users you have to set that permission under roles & permissions in the Administratior section of Redmine.
