User privileges for send email

We use Redmine to manage company tickets.
The redmine is connected to our mail server as an user admin. For security reasons our administrators have set lower privileges for redmine, but after the notification emails didn't go out.
What the minimal level of admin do I need to get the mails sent out?

Sending system messages does not require a user. The email configuration is defined in the configuration file.

I would like to know the user rights associated with the ubuntu server.
Currently, the redmine user is associated with the server as a "domain admin user".
However, this is not very secure and should be restricted. The "local admin user" was not sufficient, mail was not sent out through the server.
What is the lowest user privilege that should be set on the server for the redmine user to be able to send out mails?
