Admin operations

Is it possible to send an email to all account holders? I find i need to do that sometimes for maintenance or other...

For now I created a public project so all members will see the news item if happen to login shortly after but in some cases I really need to make sure all users get a notice of some sort (not just the ones that have signed in recently). An extra link on the Admin page where it says "Users | New", could be changed to "Users | New | Notify".

There is a plugin that does something similar, see the Plugin_list.

Revisiting this issue. Indeed I found http://www.redmine.org/projects/redmine/wiki/PluginSystemNotification but last release is already 2 years old, ie for Redmine 0.8.x. We're already at 0.9 and upgrading to 1.1 soon. I don't want to screw up our installation, has anyone tried System Notification Plugin on a recent version of redmine?
