Disable file uploading

The security settings one of my clients do not allow uploading files.
Can I disable file uploading for a certain project?

The Files tab yes, the uploading of attachments to wiki pages or issues no.

I need disable uploading in add/change issue.
Wiki: uploading separated from editing - this is good for me.

Can I create another user, than has not rights for uploading?
