Please post the working link of rail2.3.5 , I am not getting the useful link for the same.

Gem is a package manager for ruby, you don't need to download the packages yourself. Please read the rubygems documentation or download a (third-party) all-in-one installer for windows, you will find links to those on the download and/or installation pages.
