how to restrict a member to assign duties to other team members

how to restrict a user group to allote duties to other members.
suppose there is a team called 'users', and they can only raise issues,but cannot allot duties.

how do we do this...??

You mean restrict the usage of the "assigned to" field? This is not possible at the moment (other than through some custom view hacks).
