as admin user how I can I receive all activities with mail

I've changed my account setting and also settings receive all updates section.
when a person opened a ticket just the assigned person is receiving e-mail the wathcers and admin also is not receiving mails for issues documents added news added.
Can you help me asap please

You will only get mails for events in projects you are member of, even as an admin.
