how can I new 'activity' for Spent Time?

I want to add more activity types for Spent Time. Design and Development is not enough for me. I cannot find where I admin settings I can add more.

Could somebody point me out?

You can't edit it here, and you can add more in the enumerations pane (admin only), see RedmineEnumerations.
