Cannot assing users - "Assigned To" drop down is not populated

Hello,
Just installed Redmine 0.9.3 on Ubuntu using Aptitude package. I've set up Redmine successfully including SMTP relay, but I cannot get figure out what is happening with the assign user functionality. The "Assigned To" field does not display any of the users I have created, and the behavior, IMHO, a bug within the code. When I click on the field to type a user name, 3/4 of the field turns blue, and a dotted line outlines the inner box of the field. I thought about upgrading to resolve this, but I thought I would as the crowd. I'll attach a screenshot. Any help would be much appreciated!

The assigned to field will only show members of the project, and the graphical bug looks more like one of the browser than of Redmine.

FS is, of course, exactly right. Added Users to each Project and Sub-Project, I am now able to assing issues to users. I was working on redmine site with IE; Firefox is much better.
