Read Only Redmine Database

Recently a new manager joined in and wanted us to move to JIRA and now we want to host old redmine to be read-only, so that users can see the stuff but not change it. Can someone best way for doing that?

A possible solution is to disable all role permissions that change the database (issues, projects, time logs etc).

It doesnt work .. I created a user as shown in attachment but it can write comments into issues :(

Looks like a bug; if you think so, you may create an issue.
