I'd like to add "related issues" as an option when someone creates a new issue ticket from the beginning. I see "related issues" appears as an option once the issue has been created, but not as an option for the initial issue.

Is there a way to add "related issues" to new issue? Tried the usual routes - no luck so far. Thanks.
