Hi Rômulo,

I read many times and I'm not so sure what you are asking.

1. If you want to prevent users from editing their Notes, there is a permission that you can set for that. For "Related Issues", I don't know what you mean because "Related Issues" don't create history entries (Notes) and don't trigger emails to be sent.
2. Have a look to the Redmine settings, "Email notifications" tab (path is /settings?tab=notifications). There you can edit in which cases to send emails

I don't think I answer the question but I tried! ;)

Hey Martin thanks for your shot. But it isn't my doubt.

But let's try to explain again.

1-When I relate one Issue whith another Issue, I don't want that action appears on issue history. It does not has relationship with editing Notes.

2- I Take a look on Redmine Settings "Email notificatons" but it does not have the options I need.

I'm afraid there is no option for excluding/including history and email notifications for issue relations.
If you just do not want to see these things in the history, you may try plugin redmine_issue_detailed_tabs_time.
Anyway, you may want to place an issue with feature request.

And in the plugin configuration, you input:
