How to configure user so that she or he gets no emails at all?

I would like to add some real users to Redmine, but which should not get login credentials yet, nor that they get any notifications. How can this be done? I just want to prepare those users. I'd like to assign issues and so on or work in behalf for them.

I have concerns if e.g. publishing News could lead to an notification. Or anything different.

I just want that the real user don't get any surprising emails when the user does not know anything about my Redmine instance! This would be somewhat awkward.

Is it sufficient to set My account -> Email notifications to No events? Does this cause that a user doesn't get any email notification?

Go to Administration - Settings - Email Notification and uncheck all actions and change default notification option setting to No event.
You can also disable email at all by removing email settings from configuration.yml.
