mandatory field in tasks with new statuses and editing with the right mouse button

When editing a task (status change) to "completed", I have a custom "report" field - mandatory. If you edit through "change" - I have to fill this field. If you change the status to "completed" through the right mouse button, then you can "perform" without filling in the required field "report".
Help. How to prohibit changing statuses with the right mouse button, or prohibiting changing the status with the right button, if the required field is not filled?

Can you tell us a bit more about your installation?
- Which version of Redmine are you talking about?
- What's your installation environment?
- Do you have any plugins installed?
I've tried your steps on the latest trunk version and I can't reproduce it so far...
