can only administrator manage users? or is it also possible to create a role for that?

Hi Reiner,
Out of the box it is not possible to give non-admin users global access to administration -> users in order to create users or accept them when registered. Unfortunately, I don't know a maintained plugin doing what you wish. But doesn't mean that there is any. :)
Within a project, however, you can create roles that are allowed to manage the project members with their roles.

-> Thats I already found out
so, I guess its not possible - but looks for an idea to create a plugin for my "azubi" :-)

I tried it some weeks ago and its not very polished, but the core feature (adding new users by a normal user) works.
