want change the default tab from 'Comments' to 'History'
In the case of issues with comments and revision history,
the 'comment' tab, which is located second among the three tabs 'history', 'comment', and 'property changes' is currently displayed as selected.
However, I would like to set 'history' as the default tab.
Could you please help me with how to configure this?

sorry. It's a 'Notes', not 'comment'

Each user can configure this as desired on their My account page. You can find the setting on the lower right titled Issue's history default tab.
