Unofficial update to the redmine_newissuealerts plugin

I have updated the redmine_newissuealerts plugin to respect the new Private flag and I fixed a few bugs with the languages. I don't know much about Ruby, so this was all just hacked in there. I think it will only work with Redmine 1.2.0 due to the Private thing, but I am not sure. Feel free to get it from my github repo: https://github.com/jbutz/redmine_newissuealerts

I do not believe so. Also the original creator has updated his version: https://github.com/chantra/redmine_newissuealerts
