Is it possible to insert new menu elements near "Log time" and other links in issue action list?

That's not possible up to Redmine 2.1. I'm being stuck at that problem with 1.4.x right now, too.

Unfortunately there is no hook at all at this place, the whole menu is "hard coded" in the view:
