How add new issues_controller?
Hello,
i'm trying to create a new plugins, but i need add new issues controllers.
¿how can i do that?

:top_menu - the top left menu
:account_menu - the top right menu with sign in/sign out links
:application_menu - the main menu displayed when the user is not inside a project
:project_menu - the main menu displayed when the user is inside a project

The menu item you point to in the screenshot is not an issue controller. It's also not a Redmine "menu". It's only a (contextual) list of links which is displayed horizontally using CSS.
I agree with your request though. It would be nice if we can add links to these contextual "menus" using plugin hooks too.
I'll ask Eric Davis (committer) to take a look at this thread to see if this could be done and usefull.

Had some discussion with Eric over IRC and opened issue #3568 afterwards...
