I have the same problem. I want to show a public image on homepage. Where can I put my image to turn it a public imagem for all users?
Temporary, I created a project named "Public" that has the public visibility. So, I put my public image there. After this, I closed the "Public" project for to hide it for default.
Now, my images are showed at homepage naturally for any user.
