Translations for new feature are not needed to set target.
It is very confusing.
For example 0.9.0
Bulgarian translation is updated very rapidly.

If these are set target next major version, ChangeLog has many patch issues.

Major version ChangeLog should have only translation changes.
For example: #11412, #12754.
