Add a warning if 2 plugins have the same settings partial name

See #7071, it also happened to me a couple of times. If two plugins share the same partial settings name, the first will override the second and you won't be able to configure the second. It shouldn't be hard to add a warning on top of the "Plugins" page to suggest that the author contact plugin authors to fix this.
