You should check your workflow (Administration\Workflow) for your role in the project in which you are testing.
I tested with an issue in a project on my test site, and it works perfectly fine, the copied task is changed from Closed to New.

Have tried again with the same result.

I've modified the workflow to allow all users to change status from Closed to New. I can modify an existing Closed issue to New. But the copy does not allow the change. It accepts selection from dropdown but does not do the change.

The Redmine version is: 3.0.1.stable.

I cannot reproduce, too.
I cannot see problem this code.
