Redmine

We are using Redmine for a non-software process that does not have versions. With no versions created for the project, however, file uploading does not work. The "New File" page has a required "Version" field with an empty list box. If you try to upload a file anyway, it fails without any message to the user.

Personally I think requiring files to be tied to a version is wrong even when a project does have versions. For example, many project files are not specific to a particular software release or milestone.
