Speed-Up the setting of "assigned to" by showing good guesses at the top of the list

If the user list is quite long, it can be very time-consuming to find the right person when opening the "assigned to"-combo box when editing an issue.
I suggest to show the users that are likely to be chosen at the top of the list. Ideas for defining "likely to be chosen":
- user was assignee in the past
- owner of the issue
- watcher of the issue
- activity of user in the project
- how often is the user choosen as assignee of the current assignee
- ...
