Lost password email doesn't need email footer

The email footer usually says something about "to change notification settings". But the password reset email is not a notification and the link won't work anyway until the user manages to reset their password.

This seems to be right. But the lost password template is included in the major mailtemplate, which contains this footer. I'm not sure if this is good to change this in order of to remove this unused footer for this template.
But this could be a idea, if the mailtemplate system would be rebuild to match translateable mailtemplates (#12413) and give some further improvements to the mailconfiguration (#2026).
