Allow 'Spent time' reporting even if 'Time tracking' module is disabled

Description

It should be possible to get reports on 'Spent time' even if 'Time tracking' module is disabled (but without possibility to report time).

There are multiple reasons for that:
  1. Sub-projects with 'Time tracking' module enabled. in that case it is possible to get a summary of all efforts;
  2. Efforts were previously reported, but later the 'Time tracking' module has been disabled.

There is a workaround - temporarily enable 'Time tracking' for the project, get info and disable it back. It would obviously much more easier if it was a default behavior.
