Make the header fixed

Description

Inspired by #21847 I'm wondering why the header in non-mobile view is not fixed. My request is to fix the header! Or let the user/administrator decide if the header should be fixed or not.

I'm just noticing that I'm scrolling a lot - to the top in order to get to the navigation and since many issues have many comments so that the page is rather long.

I'm surprised no one suggested this yet. At least I didn't find such a feature request. If the header is fixed some further things might be possible (expandable menus on hover...).

Could be also one of those (fancy) shrinkable headers where the navigation keeps visible on srolling down.

When you scroll down, the fixed header will be displayed automatically.
