Description

Currently custom field type List can be defined with set of values, and that set of values is used by all projects that have that field enabled.

I propose to define new custom field type, similar to List type that should have possibility to have different set of values for different projects.

Only with this functionality, issue #25043 brings great enhancement to serious multiproject environments.
