Collapse macro conflicts with header section edit buttons

Description

Using the collapse macro to hide header sections (h1,h2,h3,etc) causes the edit buttons next to non-collapsed sections to be incorrect.

The Macro_Conflict page already reproduces this. Found it from issue #16077.

If you click edit on Section "second collapse", you end up editing Section "collapse1Item1".
