Add admin settable version statuses.

Description
There are a number of issued (some very old) requesting a status be added to versions.
It would be better to have the statuses for version be settable by the admins for a
Redmine server like the statuses for issues or as an Enumeration.
This would allow us to have more than one open status for versions for my usage the
statuses I would have would be (I think)
- Future — Open but not a version we are working on.
- Current — Open and the Current version we are working on.
- Released — Closed but a supported release.
- History — Closed in a no longer supported release.
We don't have the idea of a Locked release but of course other do.
