I can't install redmine-pgsql in debian 9

Description

I tried so hard to install redmine-pgsql in my debian server. if anyone already install redmine postgresql in debian please help me

I already tried

gem install bundler -v 1.17.3
gem uninstall bundler -v 2.1.4

then I got this
