Add hooks for mail notification configuration

Description
We've created a new plugin to extend mail sending configuration, but there are some hooks needed for the patch to work properly. The fuctioning of the plugin is not interfering with Redmine core functions, and is compatible with Redmine 0.83 and 0.84.
Could someone add two hooks according to the patch file please?

I'd vote for this to be incorporated too. I'm literally spamming my clients at times with notifications. Thanks!

I added a new group of projects with one person supervising all of them and his first note to me was how to turn off all the emails!
Since I won't patch a production system during the semester (this is used as the collaboration tool for our Capstone senior design program and in general I have refrained from patching Redmine at all, I'd love to see this tested/merged in please!
Workaround for now (not ideal of course) - have a readily identifiable email account as the Redmine "system" email source, then in the email client, simply dump all email from that account.
