You can't create projects on https://www.redmine.org since this is the issue tracker for the Redmine software itself. To use Redmine to manage your own projects, you can install it on your own server. See RedmineInstall. If you do not want to maintain your own server, you can also use one of the commercial providers of hosted Redmine. See CommercialOfferings for some links.
