Not able to Configure CC in Redmine 5.1.3

Description
Dear Redmine Team,
Could you please assist us in configuring CC for email notifications?
Currently, whenever new issues are created or updates are made, email notifications are sent with recipients only in the TO field. This results in multiple emails being sent individually to all project members for a single update or issue creation.
We would like to configure notifications so that project members are added as CC recipients instead, ensuring better email organization and reducing redundancy.
Looking forward to your guidance on resolving this issue.

In old versions of Redmine, we have sent a single notification email to multiple recipients in To and CC. Unfortunately, this has causes issues with visibility checks in the rendered email (e.g. visibility of custom fields, or details in the rendered text), the possibility of using an incorrect language for a recipient and other possible issues.
Because of that, with Redmine 4.0 we moved to a mode where each recipient receives an individual email which is rendered in the visibility context of the recipient user and is sent to the single user only. See #26791 for details and a discussion of the motivation for this change.
The previous notifications with multiple recipients is not supported anymore and will not be available in the future again.
