Ablitity to rearrange tracker fields for particular project

Description
For example I would like the custom field "Outcome" to be just below "Description", "Assigned to" at the bottom of New Issue form and "Estimated time" to be totally removed from it.

I'd like to be able to rearrange the layout of the fields on the screen as well.

Currently, the order of custom field can be arranged. However, the default fields remains on top. Ideally, all fields should be allowed to arrange together.
