hide "Projects" from the main menu for anonymous users, when there are no public projects

Description

When Redmine is used as a public web site and as an intranet, it would be necessary to hide the projects link from the top menu for anonymous users.
Now users that have not yet logged in or have no account can play around with an empty issue list, empty calendar or empty gantt chart.

Suggested solution: If there are no public projects, you remove the projects link in the top menu.

Would setting Administration -> Settings -> Authentication -> Authentication required not be the better option? (I presume your guests can do nothing except logging in or requesting an account)

I tried that, but then I cannot display any public content on the homepage.
The intent is to have some public information (what the site is about, etc.) on the root page - no login required and no projects to select. Then to get to the projects authentication is required.
