Email User when editing a User

Description

A new user won't get notified when the account has been EDITED by an admin. It would be good to have a feature that
an admin can email a user about changes in his accounts.

Practice:
Often you need to create Users, when you start a projet, then you create the project to assign the users to it. OR i.e.
you have already users and now you assign users to the new project, then it would be good if we would be able to notify
them about those changes.

other example:
You edit the contact data of a user. Also here it would be good to notify the user about ANY change in his contact
data.

The send mail to user checkbox appears only by FIRST creation of a user. When you create the users and all other settings
for a project without using this sending possibility, then it is gone.

I've never used it, but AFAIK there is a setting to send users a mail about their profile now.
