Possibility to uncheck all trackers in project which leads to impracticability creating new issue

Description

When creating a new project it is possible to uncheck all check-boxes related to trackers (bug, feature, support) without any warning message. It leads to impossibility to create a new issue and can confuse user. Probably it would be better to validate the page that there is at least one selected tracker.

We should be able to disable all trackers when we want to create a project only for grouping subprojects. Use cases are described in #18571, #8563 and #4423.
