add a 'poke' button to issues

Description
Rather than doing an update with a message like "please update" having a poke button that would send a canned message to the assignee, or anyone else that would get an update from a transaction on the issue, would be handy.
e.g.
Issue #227: "issue title" requires your attention - <X> sent you a poke.

I don't think having the poke recorded in the activity is needed, but could be considered.

Check out Eric Davis' Question plugin which provides functionality which is slightly similar (although it still requires an issue update).
