You can keep data in each tickets about financial spending. These datas could add into tickets as spending time and it allows to user to see datas in different currency and add multiple data for one ticket. All datas in subtickets can be calculated as total spending thanks to hierarchy of projects and you can see total spending of complete project. User can make authorising with user role about report for each project, manage payment, add/drop payment.
