This plugin provides an oauth2.0 (draft 10) provider for redmine. It uses the songkick_oauth2_provider library.

Hope to support 4.0

Thanks for the plugin! There's currently an initiative to make this a native feature in Redmine itself without the need for a plugin, see #24808.
