why is redmine community developing two versions at the same time

We are planning to use redmine in out company. When I checked the most recent stable version I saw that a version 2.x.y and a version 3.a.b is always given in the official page. What are the differences of version 2 and 3 and why is 2 still developed.

Redmine 2.6: Rails 3.2, Ruby >= 1.8.7
Redmine 3.0: Rails 4.2, Ruby >= 1.9.3
Plugins need to port Remdine 3.0 and Rails 4.2.
It takes a long time.
Redmine 2.0.0 release date is 2012-05-15.
