Jean-Philippe Lang wrote as follows in #3058#note-73. I hope Redmine 4.0.0 will be released this month.
I hope I will be able to review it soon but I have to unassign this from 4.0 if we want to release before the end of september.

Not yet, we need to wait :) Hopefully until the end of this month the new version will be released.

4.0-stable branch was created in r17698 on 2018-12-08. It means a feature freeze of 4.0.0.
I hope that Redmine 4.0.0 will be released soon.
